Letter to Law Makers

On behalf of [COMPANY NAME], I write draw attention to the roofing industry’s concerns with Governor Inslee’s March 25th memorandum that attempts to offer guidance for construction activities under Washington State’s Stay Home, Stay Healthy Proclamation. Our industry understands and supports efforts to protect public health; however, as mentioned in previous communications to the Governor from the roofing industry and the Insurance Institute for Business and Home Safety, the inability to perform essential reroofing activity places residents and business at risk of harm.

Therefore, at a minimum, we respectfully urge you to support our request to Governor Inslee that his office update the guidance for the Stay Home, Stay Healthy Proclamation to include the following as an allowed essential business/service: “Reroofing activity for essential businesses, non-essential businesses, and residences, and the manufacturing supply chain that produces and distributes materials for reroofing activity.

Reroofing, at minimum, should be considered an essential business/service for buildings and homes in the state for the following reasons:

  1. A roof is the first line of defense against protecting critical infrastructure such as hospitals, grocery stores and other essential businesses from impacts ranging from severe weather to heavy rainfall.
  2. Delayed roofing work on other existing buildings and homes creates a risk that those businesses and families will suffer even greater financial harm than had the roofing work been completed when needed. Importantly, April marks the time period in the Pacific Northwest when reroofing work can be effectively completed. Delays jeopardize our ability to meet the public’s demand for new roofs within this window.
  3. Roofing work can be conducted in accordance with CDC guidelines and safety precautions such as social distancing.
  4. The U.S. Department of Homeland Security CISA Guidelines (as updated March 28th) for essential workforce clearly recognize critical building trades like roofing contractors and the manufacturing supply chain as essential.
